Govt to upgrade Dhaka airport radar system

The overhaul will cost about Tk851 crore

The government has finally planned to install a multi-mode radar system and control tower at Hazrat Shahjalal International Airport (HSIA), said sources at the Ministry of Civil Aviation and Tourism.

The estimated cost of the project -- Communication, Navigation and Surveillance - Aeronautical Telecommunication Network (CNS-ATN) -- is Tk851 crore, they said.

It will be implemented by the Civil Aviation Authority, Bangladesh (CAAB).

Sources said the mega project will be implemented on a priority basis to modernize and update the airport’s air traffic control (ATC) and air traffic management (ATM) systems to comply with the international standard and the International Civil Aviation Organization (ICAO) guideline.

This will also make the country’s airspace safer.

Under the CNS-ATN project, primary and secondary radar, WAM, ADS-B, ATS centre upgrade, control tower building, VHS, extended VHS, HF, master clock, RCAG, recording system, and VCCS will be installed.

Senior CAAB officials discussed the project proposal in detail at a meeting on Sunday and decided to submit the development project paper (DPP) to the ministry within the next 10 working days.

Civil Aviation and Tourism Secretary Mohibul Haque, CAAB chairman Air vice Marshal M Naim Hassan, flight safety and regulations Director Chowdhury M Zia-ul Kabir and other top officials were also present at the meeting with Minister AKM Shahjahan Kamal in the chair.

Kabir told the Dhaka Tribune: “CAAB will submit a DPP to the Ministry of Civil Aviation and Tourism by the middle of this month. It will be sent to the Planning Ministry after evaluation.”

He said it was the country’s first unsolicited project, and once implemented, Bangladesh’s air traffic will be safer and CAAB will be able to earn over Tk2,500 crore from this sector.

“This will be part of modernizing the country’s ATM system to comply with international standards, and more will be done in the coming days,” the CAAB official added.

The government took an initiative in 2012 to implement a radar system management project under Private Public Partnership (PPP) to meet the ICAO standard by 2017.

Cabinet Committee on Economic Affairs approved Tk330 crore primarily for implementing the project in 2013.

As the project cost increased several times and reached Tk1,700 crore, the government canceled it and decided to go for a new project with its own fund in October 2016.

The existing radar at Shahjalal airport was installed in 1986 and has gone through a series of upgrades. It will remain in operation to support the new one.
