Conditions unfavourable for reopening educational institutions in Sept

Most educational institutions have been taking classes online after they were closed on March 17

The current situation is still unfavourable for reopening primary schools in September, said Akram-Al-Hossain, secretary to the Ministry of Primary and Mass Education.

He said this addressing the press in his office at the Secretariat in Dhaka on Sunday, reports Bangla Tribune.

Responding to a question about the reopening of educational institutions, he said: “The education minister yesterday (Saturday) said the situation is yet to be favourable for reopening educational institutions.”

“You people (journalists) have to realize what the situation is like right now”, he added.

He said: “Right now, around 20% to 22% of those who get tested daily are found positive for Covid-19. And if we reopen schools, parents will come. Why would we want to put them in danger?  

“We believe that the situation is still unfavourable.”

“The developed countries that reopened schools after some time have now again shut them down due to the Covid-19. We believe that not putting our children at risk is the right thing to do.

“Discussions with the government will be held and then the two ministries will decide on when we can reopen schools. You all know conditions are not right to reopen this coming September.”

On August 19, a proposal was sent to the premier asking that the Primary Education Certificate examinations be held at schools separately, rather than centrally.

“But a decision is yet to be given on the matter,” the secretary added.

“We have said that schools will take the exams themselves respectively if they can reopen. Proposals are there against a centralized examination.

“And if the situation returns to normal, then schools will take exams on their own. However, this proposal is yet to get approval. The Covid-19 situation will guide us regarding what to do,” he said.

Asked about extending the academic year for primary education, the senior secretary said: "No. We will finish everything by this year.

“We hope to reopen schools before December. We are not saying that there will be auto-promotion. Respective schools will try to hold exams on the syllabus they were able to cover.”

The ongoing coronavirus outbreak has halted the Higher Secondary School Certificate (HSC) and equivalent examinations, which were slated for April 1, 2020.

Meanwhile, the future of this year’s Junior School Certificate (JSC) examinations also remains undecided.

Earlier in March, the government ordered all schools, colleges and universities across the country to close down soon after the first cases of Covid-19 in Bangladesh were reported on March 8.

The shutdown has since been extended several times, with the latest extension issued on July 28, when the government decided to keep educational institutions across Bangladesh closed till August 31, in light of the Covid-19 crisis in the country.

However, the government has also been running a distance-learning program through Sangsad Television for schools and colleges. Classes are taking place on Facebook and YouTube for primary and secondary-level students as well.

Many private universities have already started online classes to keep up with the coursework.

On a separate note, health authorities have reported 34 deaths due to Covid-19 in the country in the last 24 hours until Sunday morning, pushing the official death tally to 3,941.

As many as 1,973 fresh cases of Covid-19 were reported in the last 24 hours, raising the total number of officially confirmed cases in Bangladesh since March 8, to 294,598.
