ASP Anisul Murder: Everything wrong about Mind Aid Hospital

A wide number of irregularities, misconduct and wrongdoing against Mind Aid Hospital are now coming to light following the death of Barisal Metropolitan Police (BMP) Senior ASP Anisul Karim Shipon.

The senior police official, on Monday, was beaten to death allegedly by some staffers of the private mental health hospital situated in Dhaka when he went for treatment there.  

The seized footage from the hospital’s CCTV showed that the police official was assaulted by seven Mind Aid staffers inside a room of the hospital.

Police have already sealed off the hospital as it did not have any government approval to operate. Reports suggest that the hospital also lacked round-the-clock specialized doctors and used to keep its new patients in cuffs.

During Tuesday’s raid, police found evidence that hospital staffers used to play loud music when they tortured their patients so that the screams of those who came for treatment could not be heard from outside.

Police found a total of three cells, where the alleged torture used to take place, located on each of the floors of the three-storey hospital building. 

The room where Anisul breathed his last is situated on the first floor.

There are as many as five doors in the passage to the first-floor cell, six feet long and four feet wide, where Anisul breathed his last.

This room -- built on the space of a balcony with zero ventilators and windows -- was equipped with an AC and CCTV camera. It had reinforced foam padding on its walls and doors, making it virtually soundproof.

Speaking to the media, Tonmoy Biswas, a former director of Pabna Mental Hospital, said that for mentally ill patients, the walls of the room where they are kept needed to be padded to protect them from self-harm.

There should be a window in such rooms and Mind Aid Hospital did not have that, he added.

Contacted, Deputy Commissioner (DC) of Tejgaon Division of Dhaka Metropolitan Police (DMP) Harun-Ur-Rashid termed the hospital a “prison.”

“It [the hospital] is very confined. It does not have enough space. Even the space reserved for a balcony was turned into a cell,” he said.

Meanwhile, seeking anonymity, a staff member of the hospital said that Anisul was in a normal state when he was being taken to the cell situated on the first floor. 

“Suddenly, there was chaos and a rush of people. Somebody was screaming ‘oxygen’, ‘oxygen’,” the staffer said, adding, “At one point everybody ran to the first floor. After a while, a doctor came and tried to save Anisul but failed.”

The staffer said that nobody could gather the courage to prevent the assault on Anisul as one of the owners of Mind Aid Hospital, Arif Mahmud Joy, was present there. 

There are allegations that the patients who went there to be treated became victims of torture and even were kept without food.

Dhaka Civil Surgeon Md Moinul Ahsan said that Mind Aid Psychiatry and De-Addiction Hospital had applied seeking approval for a license in February this year.

However, it was not given approval as it did not have proper documents, adequate manpower and required facilities.

Director of Mind Aid arrested

Police on Tuesday arrested Niaz Morshed, director of Mind Aid Hospital, for his involvement in Anisul’s murder.

Mrittunjoy Dey Sajal, additional deputy commissioner (ADC), Tejgaon Division of the police, confirmed the matter.

He said: “Niaz was arrested from the National Institute of Neurosciences and Hospital area of Dhaka on Tuesday evening.” 

So far police have arrested 10 staff members of Mind Aid Hospital over the incident.

The hospital staffers were arrested on Tuesday and produced in court the same day.

Dhaka Metropolitan Magistrate Mohammad Shahidul Islam placed them on a 7-day remand after OC Mohammad Faruk Mollah of Adabar police station, who is also the investigating officer of the case, produced them in court with a 10-day remand prayer.

What had happened 

Anisul was admitted to the hospital at around 11:30am on Monday by his family.

Then after some time, the Mind Aid Hospital authorities handed Anisul over to his family in an unconscious state.

Anisul was later taken to the National Institute of Cardiovascular Diseases and Hospital, where he was declared dead by the on-duty physician.

A resident of Kapasia upazila in Gazipur, Anisul Karim was the father of one child.

Hospital CCTV footage showed the police official being dragged into a small room and pushed to the ground. 

It showed three employees climbing on his back, two others holding his legs, and two more tying his hands. 

Anisul was assaulted and became unconscious. Water was splashed on his face but he did not move even then. 

After a while, two women wearing aprons entered the room and one was seen compressing his chest.

On Tuesday, ASP Anisul's father Faizuddin Ahmed filed a case at Adabor police station against some unknown people in connection with the murder.

Mohammad Rezaul Karim Sabuj, brother of the victim, said Anisul was posted at BMP as assistant commissioner (traffic). 

On Monday morning, he was brought to Dhaka National Institute of Mental Health and Hospital (NIMH) from Barishal at around 6:30am as he had been suffering from mental illness. From there he was taken to Adabor's Mind Aid Hospital.

"My brother was killed by the staff of Mind Aid Hospital," Sabuj added.

Mrityunjay Dey, additional deputy commissioner of Dhaka Metropolitan Police's Tejgaon Division, said police had started to investigate the matter.

A police official said Anisul, an official of the BCS 31st batch, was mentally disturbed as he did not get promotion to additional superintendent of police though many officers of his batch and even of the 33rd BCS batch had got promoted.

Anisul was laid to rest at the central graveyard of Gazipur city after a namaz-e-janaza at the Bhawal Rajbari field on Tuesday morning.
