PBI arrests 2 for utility bill embezzlement

Four others were earlier arrested in connection with the case

The Police Bureau of Investigation (PBI) has arrested two suspected members of a ring involved in embezzling gas and electricity bills of 1,500 customers in three wards of Mirpur through agent banking since 2018. 

Both the accused worked as outsourcing employees for Desco and Titas gas, according to PBI Dhaka Metro (North) Superintendent of Police Md Jahangir Alam on Tuesday. 

Md Mamun, 32, a supervisor at Desco Manipur (recruited via outsourcing) and Rafiqul Islam Rakib, 32, an outsourcing employee at Titas Gas Mirpur, were arrested in Mirpur on Monday night. 

Earlier, RAB and police had arrested four people in connection with the ring, including Omar Farooq, the head of Intern Banking and Commerce. The ring had embezzled around Tk10 crore from customers since its inception in 2018.

“Md Mamun and Rafiqul Islam Rakib were named in a confessional statement by the arrested Omar Farooq, who had close connections with the two newly arrested persons. They worked on connecting and disconnecting lines in the Ahmednagar area,” SP Jahangir Alam said.

Omar Farooq and his ring collected  utility bills (gas, electricity and water) from consumers in the 60 feet area of Mirpur 2 but the bills for two years had not been deposited with Titas Gas. The company is owed about Tk10 crore.

In January this year, the Titas Gas authority in Mirpur announced through loudspeakers that it was going to disconnect gas connections for about 1,500 people as their bills had remained unpaid.

Following the announcement, angry consumers took to the streets and drew the attention of law enforcement agencies to Omar Farooq. On January 23, the ring closed down three offices, including the main branch of Intern Banking and Commerce, and fled.

Some of the victims filed a case against Omar Farooq with Mirpur Model police station on February 2. Soon afterward, a RAB-4 intelligence team launched an investigation and arrested Omar Farooq.

The case is currently being investigated by PBI Dhaka Metro (North).
