Law minister hands over draft of judges’ conduct rule to Chief Justice

Law Minister Anisul Huq has handed over a draft set of rules regarding the discipline and conduct of lower court judges to the Chief Justice Surendra Kumar Sinha. The law minister handed over the draft rule after meeting the Chief Justice on Thursday. After the meeting, the law minister told the journalists that he had handed over the draft rules to the chief justice. “The chief justice will check the draft and then it will be sent to the president. It will be published as a gazette after president’s approval," he said. The law minister had a meeting with the Chief Justice from 3:30pm to 4pm. Upholding the HC verdict, the Appellate Division in its milestone ruling in December 1999 issued 12-point directives to the government to separate the judiciary which also included issuance of a gazette notification on the rules determining the discipline and conduct of lower court judges. On December 12 last year, the court had asked the authorities concerned to issue the gazette by January 15. The deadline was extended several times. A historic Appellate Division verdict on the Masdar Hossain case mandated drafting a 12-point guideline on the separation of the judiciary from the executive. The government had drafted the rules and sent it to the apex court for its opinion, which made some changes and sent it back for the gazette issuance. So far, the court has issued multiple orders asking the government to issue the gazette but in vain.The story was originally published in Bangla Tribune
