Spree of brutality against dogs continues in Dhaka
A new act of brutality against animals was reported in Dhaka on Sunday, after two people horrifically killed a stray dog in Mirpur, Dhaka. According to locals, the dog was killed by carpenter Mohammed Farid Uddin and ice factory worker Shahin. The duo beat the dog to death with a metal rod in Kazipara, driving it through its neck, and placed the body in a sack and dumped it on the side of the road. Activists of the PAW Foundation and Care for Paws filed a complaint regarding the matter with the local police station, after they unearthed a video of the incident on Facebook. “A team of around 40 activists went to the area at around 2:00pm on Sunday, and we filed a complaint with Kafrul Police Station. Later, a team of police went to the house where the incident took place and found evidence after preliminary investigation,” Care for Paws Secretary General Zahid Hossain told the Dhaka Tribune on Monday. Quoting locals, animal welfare activists said the dog had bitten 8-year-old Mohammed Jisan without reason. Angered, Jisan’s uncle Farid captured the dog, took it to a toilet in a nearby building and killed it in association with Shahin and a caretaker of the house. When contacted, Farid said that the dog had bitten more than three people in the locality. “After the dog attacked my nephew, locals asked me to kill it as it was harmful. Later, Shahin and I killed the dog as they had been unhappy for some time because of the animal,” he said.

Farid added that he was unaware that killing an animal was a crime as the government had not made an announcement. He further said that police were yet to look for him, as of 4pm on Monday. Kafrul police station Officer-in-Charge Sikder Mohammad Shameem confirmed that locals had complained of being bitten by dogs in the area. “We are investigating the crime, and action will be taken depending on the evidence,” he said. Meanwhile, Rakibul Haq Emil, founder of the PAW Foundation, said they were waiting for the police investigation report. “If the police fail to investigate, we will go to the court for justice. We have filed the case so that people do not think murder can be legitimate, in any situation. Change will come,” he added. The latest act of brutality comes less than two weeks after two dogs and 14 puppies were buried alive in Rampura, raising serious concerns over the ongoing animal cruelty in Bangladesh. In July 2015, Bangladesh made the first arrest in an animal cruelty case. Police had arrested three people for beating a dog in the streets of Rampura. According to the Cruelty to Animals Act, 1920, if perpetrators are found guilty of killing an animal, they will be punished with either six months of imprisonment or a Tk200 fine or both. However, a new draft that received cabinet nod earlier in February 2017, consists of stricter provisions to stop cruelty towards animals and ensure responsibility for their welfare. According to the new draft of the Animal Welfare Act, the guilty can face imprisonment of a maximum two years or a Tk50,000 fine or both, for killing animals.
