Cop 25: Returnee delegates frustrated over Green Climate Fund

'GCF approved 100 million dollars for Bangladesh, which was supposed to be a grant but now has been termed as a loan'

The Bangladesh delegation has expressed its frustration over the Green Climate Fund (GCF) after returning from Madrid. 

The 2019 United Nations Climate Change Conference, also known as COP25, is the 25th United Nations Climate Change conference. It was held in Madrid, Spain, from December 2 to 13, 2019, under the presidency of the Chilean government. 

Delegates and high government officials expressed their frustration at a workshop, titled “Chile- Madrid Climate climate change conference (COP): Exception, achievement and future initiatives,” at the Department of Environment (DOE) on Wednesday. The workshop was organized by the ministry of environment, forest and climate change (MoEFC).

Dr Qazi Kholiquzzaman Ahmad, chairman of Palli Karma-Sahayak Foundation (PKSF) and  a negotiator from Bangladesh, said : “According to the Paris agreement, the pledged amount for GCF from developed countries was $100 billion till 2020 but GCF had got only $17  billion till date. 

“GCF approved 100 million dollars for Bangladesh, which was supposed to be a grant but now has been termed as a loan,” added Qazi.   

Saber Hossain Chowdhury, chairman of the parliamentary standing committee of MoEFC said: “Developed countries agreed to acquire 100 billion dollars in GCF fund at the Paris conference in 2015 as that time  

the United States, European Union and China came forward as one. But with the withdrawal of the US from the agreement there is no trace of that pledge money.” 

“In addition there is no scope of private investment through GCF to obtain dividends. GCF money should come from the revenue of developed countries,” he added.

Urging parliament members to do their best, Saber said: “If we fail to protect Sangu Reserve Forest, Kasalong Reserve Forest  as well as the forests of the Chittagong Hill Tracts (CHT), we will lose our moral right to talk on climate at international forums. 

“If temperature rises between 4 and 5 degree Celsius in this century, the southern part of the country will go under water.” he added.

Habibun Nahar, deputy minister of MoEFC, said: “In Ishwardi, students made savings and used them to plant trees.” 

Md Shahab Uddin, minister of MoEFC and the chief guest at the workshop, said : “We want help from the international community but if we fail to get that help we will do our own work with our own funds to protect our country from climate vulnerability.” 

The minister added: “We will plant 1 crore trees across the county on the same day at the same time as part of the observance of Mujib Year.”

“We have much work in the coastal belt of the country and we are doing our best to finish it as soon as possible,” the minister claimed. 

The defense secretary, government officials and climate conference negotiators were present at the workshop along with others.
