Stray dog relocation continues despite public outrage

The Dhaka South City Corporation (DSCC) is continuing to relocate stray dogs from different parts of Dhaka despite widespread criticism from different quarters.

The city corporation claims it relocated a few stray dogs from September 13-18 only, but a video has emerged on social media that suggests otherwise.

In the video taken on Sunday morning, animal rights campaigner Aishi Aratrika and two of her fellow activists interrupted a DSCC team that was trying to catch stray dogs near the Ramna Model police station area.

The activists found several other dogs in the process of being relocated on the pickup used by the DSCC team. The DSCC team were eventually compelled to leave the spot without catching any more dogs.

Subsequently, Aratrika took to Facebook live to mobilize citizens against the illegal relocation of the dogs by DSCC. 

                                               

When asked about the matter, DSCC Public Relations Officer (PRO) Abu Naser claimed the city corporation only relocated some stray dogs from three spots in Dhaka between September 13 and 18.

“We have not relocated any dogs at any other time,” he said, mentioning that the DSCC has no long-term dog relocation plans.

The DSCC official also said the city corporation is not killing any of the stray dogs but relocating them as per the power bestowed on them via city corporation law.

However, Advocate Syeda Rizwana Hasan, Supreme Court lawyer and executive director of the Bangladesh Environmental Lawyers Association (BELA), said there is no regulation that allows city corporations to relocate stray animals. 

Lack of manpower an excuse?

Officials working with DSCC said the dog population could have been controlled if sterilization programs were in place.

Some DSCC officials said they were not convinced the rabies prevention program conducted by the Department of Health Services (DGHS) was working.

DSCC PRO Abu Naser claimed the city corporation does not have enough manpower to conduct a sterilization program. However, People for Animal Welfare (PAW) founder Rakibul Haq Emil suggested the city corporation make partnerships with animal welfare activists for sterilization programs. 

“We do not need any financial benefit. We will work voluntarily,” he said.

Fake pictures or real?

The DSCC claims several misleading and fabricated pictures of removal of stray dogs from Dhaka are being circulated on social media.

The city corporation made the allegation in a statement on Sunday.

Rakibul Haq Emil said animal rights activists do not allow the publishing of fabricated pictures and they are aware of the issue.
