DSHE: No provision of issuing TCs to students

The explanation was made following the suicide of a ninth grader of Viqarunnisa Noon School and College earlier this week

There is no provision of issuing transfer certificates (TC) to students for their misconduct, says Directorate of Secondary and Higher Education (DSHE). 

A transfer certificate is issued only when guardians want to admit their children to a different school. 

However, guardians and children rights activists allege school authorities often issue transfer certificates as a disciplinary measure. 

“Students cannot be issued TCs. There is no such provision as per my knowledge,” said the directorate’s Director Abdul Mannan. 

He said there are guidelines for measures to be taken against students for their misconduct.  

On whether the directorate monitors the issues, Mannan said: “The trend has come down significantly. Our chain works in upazila level.”

The explanation came against the backdrop of the suicide of a ninth grade student of Viqarunnisa Noon School and College earlier this week after the authorities threatened her to issue TC. 

On Monday, Aritry Adhikary, was found hanging from the ceiling fan of her room.   

Her family claimed that the 15-year old took her own life as the school authorities insulted her parents after she was reportedly caught with a mobile phone during an examination.

Directorate chief Mannan said: “Teachers should love students. They should not harass the students.”

Mannan said they try to deliver the message that it is more important to guide the students on the right path than their results. 

But teachers try to avoid their responsibility by issuing TCs to the students, he said. 

According to Education Code 1930, authorities can expel a student for their misconduct but before that they will have to give the opportunity to correct themselves. 

They should be counseled on a regular basis, it says.  

Psychiatrist Mekhla Sarkar said teachers do not know how to behave with students. 

She said it a student is given TC it creates mental pressure on them. 

“Students in their teenage period can make mistakes. Teachers should correct them through counseling,” said the psychiatrist. 

Abdullah Al Mamun, who works for non-government organization, Manusher Jonno Foundation, said school authorities should not have the jurisdiction to issue TCs. 

“By giving a TC can solve any problem?” he asked. 

Mamun said schools cannot avoid the responsibility of undisciplined behaviour of students.  

 “Top schools admit the best students. Even after that if these students get involved in any wrongdoing the schools should be responsible for that,” said the child rights activist.  

Supreme Court lawyer Jyotirmoy Barua said it is a crime to issue a student TC if it is not there in the guideline. 

“If a student falls behind compared to others it falls upon the school. Instead of taking the responsibility the authorities are driving the students out,” he said.

The lawyer added that the school wants to show that the student is not good enough. 

There is nothing such that a school is good or bad, he said. “A school cannot be good without good students. If the school fails to impart quality education the authorities should be held responsible.”

He further said: “There should be question why the schools failed to concentrate on the student even after charging hundreds of thousands of money. This is their failure.”
