Govt mulling online transfer process for private institution teachers

A special software needs to be developed for the transfer process

The government is considering the introduction of an online transfer process for teachers of private institutions under the Monthly Pay Order (MPO) scheme, with the aim of curbing irregularities such as trading and lobbying in the transfer of the teachers.

The government had wished to introduce such a transfer process last year, but could not do so due to a lack of relevant policy. The Secondary and Higher Education Department of the Education Ministry has now finally begun to formulate the policy and will submit a proposal soon.

Sources said the online transfer program is set to be activated in 2020, considering it was finalized by the Education Ministry. 

Secondary and Higher Education Department Additional Secretary (Private Medium) Javed Ahmed said: “The transfer process will be conducted using a special software that we need to develop. Issues like this will be mentioned in the proposal, and the Education Ministry will decide whether to finalize it.”

Secondary and Higher Education Department Joint Secretary(Private Medium) Salma Jahan said: “We are hoping to start the transfer process by 2020.”

According to Education Ministry sources, the online transfer process was discussed in detail during a meeting regarding the amendment of the Manpower Structure and MPO Policy-2018 on February 6. Additional Secretary Javed Ahmed presided over the meeting.

As per the Manpower Structure and MPO Policy-2018, the government can transfer teachers and employees of educational institutions under the MPO scheme, and the policy for the transfer of teachers at private institutions will use the current policy as its basis.

Under the current transfer policy, teachers cannot stay at government primary schools, high schools and colleges for more than three years. The new rules for teachers of private institutions will be more lax in this regard, sources said.

"In the proposed policy, the benefit and convenience of teachers will be prioritized. Also, no one can be transferred from a place before completing at least one year. However, everything is in the primary stage right now, nothing has been finalized," Javed Ahmed said. 

Another meeting on the transfer policy is set to be held later this month.

Currently, the MPO enlistment process is being conducted online, where candidates apply with necessary documents. A similar process will be instituted for the transfer of teachers at private institutions under the MPO scheme. The new software will be controlled centrally by the Secondary and Higher Education Department's Electronics Management Information System (EMIS).
