Police training abroad: Who needs it, who gets it

Officers are mostly the ones who get to go abroad for training

There is no alternative to properly train police personnelso that they can perform their duties. 

To build modern and capable police forces, the training of police personnel in the country and abroad is being arranged.

But are those who actually deserve to get trained abroad getting the training at all?

When asked, Police Headquarters officials said all members of the police are gradually getting training opportunities inside the country and abroad.

In the last few years, the number of police personnel who received training was found, but the information of the designations were not available.

An official of Police Headquarters said: “As there are limitations in getting training from abroad, officers are the ones who mostly get the chance.”

Where do they go for training?

In order to combat terrorism and militant activities, special training courses like Commando Armour, Unarmed Combat of Police personnel are organized at Khagrachhari Armed Police Batillion (APBN) and Special Training Centre.

Police officer are sent for training in countries including:the United States, Singapore, Haiti, India, Dubai, Australia, Thailand, Indonesia, Germany, United Arab Emirates, France, United Kingdom, Australia, Myanmar, China, Malaysia, South Korea, Jordan, Nepal, Italy, Philippines, Netherlands, Vietnam, Cambodia, Sri Lanka, Dubai, Japan and Korea.

There are several training institutes for police in the country. Police Special Training Schools is the most important among them. Apart from this, there are some training centres including the Forensic Training Institute of Police.

Police members are also given some specialized trainings apart from the ones mentioned above.

Types of training police receive

After increases in militancy and cyber crimes, the government emphasized the training of police personnel in order to ensure law and order and public safety.

In the last five years, police members have been trained on various subjects at home and abroad to make the force more timely and dynamic.

Trainings such as computer forensics, cyber crime, money laundering, post-blast investigation, crime scene investigation, new techniques of interrogation, call detail report (CDR), and basic information and communication are given as fundamental training, as well as crime control and investigation. 

Whereas trainings regarding traffic control, murder, robbery, intelligence protection process, processing postal order to investigate serious crimes, are given in a variety of ways using digital materials.

As part of the training, modern and periodic issues have been included in the basic curriculum of assistant superintendent of police (ASP) level officials to constable level.

In order to increase the capacity of sub-inspector (SI) level officers from constable rank, training through 30 in-service centres on various issues are given by preparing an annual training plan through “Training Need Assessment.”

A Specialized APBN Training Centre for the suppression and control of militancy has been setup. The Police Commando Course (PCC) has been introduced in Khagrachhari. Police personnel completing this course cooperate with SWAT teams in militant and anti-terrorist operations.

IT and forensic related issues are being taughtat the forensic training institute of the Criminal Investigation Department (CID) for improving investigations through the proper use and application of technology.

In-service training centres are giving compulsory computer training and crime data management systems (CDMS) training for investigating officers.

In order to achieve success in dynamics and investigation activities in the field level of the police, courses have been made compulsory from 2015 as prerequisite for promotion.

For the SSI, a 10-week training on inquiry, eight weeks training for primary investigation and law and order, crime prevention and intelligence information'were  msde compulsory for Naik and constables.

Besides, 148 police personnel have been trained in various courses including 22 from Chittagong Metropolitan Police, 23 from Rajshahi Metropolitan Police and 10 from Dhaka Metropolitan Police.

According to information received from the Police Headquarters, more than 1,000 police personnel are taking training every year atdifferent training institutes of police. 

Till November 4, 2018, 54,707 police personnel have been trained in different training institutes in the country. Also 56,197 in 2014, 49,367 in 2015, 67,119 in 2016, 62,687 in 2017 have received training.

On the other hand, 199 police members were trained abroad in 2014, while there were 203 in 2015, 412 in 2016, 459 in 2017 and 622 till October 2018.

When asked about the overall training of police members, Additional Inspector General(AIG) Sohel Rana of Public Relations Department of Police Headquarters said: "There is no alternative to training for the professionalism and capacity building of police members. For this reason, at present, arrangements for modern and advanced training are being provided to the police members in the country and abroad wherever needed and in need. And due to these trainings, police members are gaining skillfulness to counter terrorism in the country.”

On November 26, Deputy Commissioner of Counter Terrorism and Transnational Crime (CTTC) unit Mahibul Islam Khan posteda status on Facebook about the condition of training of the police personnel. He wrote: "All the officers of CTTC unit have got training opportunities abroad. Also foreign law enforcement and intelligence officials often come to Bangladesh to exchange their views.”
