Nusrat murder: 4 police officers found negligent

They were negligent when investigating Nusrat's sexual harassment and murder cases

Four police officers—including former Officer-in-Charge (OC) of Sonagazi police station, Moazzem Hossain—have been found negligent in their duty while investigating Nusrat's sexual harassment case, and her subsequent murder case. 

A probe committee, formed by the police headquaters, has taken the statements of 37 people including: Moazzam; Feni Superintendent of Police (SP), SM Jahangir Alam Sarker; 10 police officers concerned; the madrasa committee; local journalists; public representatives, and members of the district administration, to complete its report.

Upon its completion on Tuesday, the probe report laid out proof of negligence in the duties of the four police officers, affiliated sources have confirmed.

Chief of the committee and Deputy Inspector General (DIG), SM Ruhul Amin, told Dhaka Tribune: "Our investigation is complete, and the report is almost final. We are due to submit the report to the Inspector General [IG], by today [Tuesday]."

The probe committee, under Ruhul Amin, headed the investigation into the negligence of the police officers, from April 16. 

Previously, on April 12, a probe team of the National Human Rights Commission of Bangladesh (NHRC) submitted a report blaming the local administration and police for negligence in their duties, which led to Nusrat's murder. 

If the madrasa authorities, and the Sonagazi police, had taken proper measures to take action against the madrasa principal, Md Sirajaddaula—after Nusrat Jahan Rafi lodged a sexual harassment case against him on March 27—then her murder could have been avoided, the report mentioned.

"The local administration cannot deny the role they played in her murder," the report mentioned.

On April 6, Nusrat, a student of Sonagazi Islamia Senior Fazil (Degree) Madrasa and an Alim examinee, was set on fire by the followers of Sirajaddaula, following his instructions given from jail – where he was sent after Nusrat's mother lodged a sexual harassment case on March 27.

The 18-year-old girl died from her injuries on April 10, at the Dhaka Medical College and Hospital. 

Nusrat's elder brother, Mahmudul Hasan, filed a case with Sonagazi police station naming eight people, on April 8. On April 10, the case was handed over to PBI. 

Until now, PBI has arrested 23 people in connection with the murder. Eleven people have given their confessional statements in front of the court, and six others remain on remand.
