Many AL units running without full committees for years

Even the ruling party’s Central Working Committee is incomplete

Awami League has formed the government for the third consecutive term in January this year, but the party is yet to have full-fledged working committees in all its units around the country and units of some of its affiliated organizations.

The ruling party has a total of 78 units across Bangladesh — including the ones in 12 cities and 64 districts. It also has 490 upazila units, 323 municipality units and 4,550 units in ward and union levels.

However, most of these units have no full-fledged committees. Even the Central Working Committee is still missing three Presidium members and an executive member, according to sources.

No one from the party also could not say the exact number of units that currently have full committees.

Awami League’s last convention was held on October 22-23, 2016, and the party is only few months away from holding the 21th convention. But they are yet to have a full-fledged Central Working Committee.

The party’s two main Dhaka units — north and south — have not had full committees for over three years.

The units in 26 thanas and 46 wards in Dhaka North do not have full committees, while the units in 23 thanas and 57 wards in Dhaka South do not event committees.

Most of these units only have the president and general secretary, according to sources at the party president’s political office in Dhanmondi.

Talking to Dhaka Tribune, a Presidium member, asking not to be named, admitted that most of the units do not have full committees and tenure of many committees have already lapsed.

Awami League Presidium member Pijush Kanti Bhattacharjee said the party could not form committees of several units and units of some affiliated organizations in Dhaka and elsewhere as they were busy with the election preparation in 2018.

“But Prime Minister and Awami League chief Sheikh Hasina has instructed to have full committees formed in all units before the convention to reorganize the party,” he said.

He claimed that full committees will be formed in all units before the convention, scheduled to be held in October.

In the meantime, Joint General Secretary Abdur Rahman said that the party recently formed full committees in eight divisional units.

These committees will soon begin organizational visits in their assigned areas to complete evaluations in order to form full committees in lower level units, he said.

He added: “All units have also been instructed to form full-fledged committees before the convention, and the assigned teams will work to make that happen.”

Echoing Pijush’s remarks, Rahman said they could not form the committees due to polls preparation, not because of inner conflicts.

Wings without committees

Ruling party affiliated organizations Bangladesh Mohila Awami League, Jubo Mohila League and Bangladesh Tanti League had their full central committees formed in 2017.

Bangabandhu Awami Ainjibi Parishad was formed in 2017 too, but the organization is yet to get a full-fledged central committee. It currently only has a central convener committee.

The last time Awami Swechchhasebak League’s central committee was formed was seven years ago and the same panel is still in charge.

The ruling party volunteer wing’s Dhaka city south and north units are also running with 13-year-old committees, since they were formed on May 31, 2006.

Six years after the convention, Swechchhasebak League central committee had asked the two units to form 101-member new committees. Around 13 years have passed, but the leaders are yet to form the new committees.

Not just these organizations, several thana units in the capital have not seen new committees for more than one and a half decades.

Moreover, Awami Jubo League’s last central committee was formed on July 14, 2012, and its tenure expired on July 13, 2015.

When contacted, the youth wing’s General Secretary Harunur Rashid only said they were ready to organize the National Council and will form the new committee after getting instructions from the party top brass.

Bangladesh Krishak League’s central committee was last formed seven years ago, and it expired in 2015, but it is still running the organization.

Recently, Awami League’s Joint General Secretary Mahabubul Alam Hanif said they would very soon instruct all the units — that either do not have full committees or have expired ones — to form full committees. However, they are yet to take any visible initiatives.
