Dhaka, New Delhi and Moscow sign MoU on Rooppur nuclear power project
Bangladesh, India and Russia have signed a memorandum of understanding (MoU) for construction of the Rooppur nuclear power plant. Russia's state nuclear agency Rosatom's Deputy Director General (international relations) Nikolay Spassky, Bangladesh Ambassador to Russia SM Saiful Hoque, and Indian Ambassador to Russia Pankaj Saran signed the MoU in Moscow on Thursday. Indian companies could be involved in the construction and installation work as well as the supply of materials and equipment of a non-critical category for the project, said a statement issued by  Rosatom, reports Indian daily the Hindustan Times. Rosatom, Bangladesh’s Science and Technology Ministry and India’s Department of Atomic Energy will also cooperate in imparting training, exchange of experience and consultation. The MoU has set forth a framework for interaction between the Russian contractor and Indian and Bangladeshi experts in implementation of the project. The scope of work includes design, production, supply of equipment, construction, installation, start-up and commissioning. Rosatom is building the nuclear power plant in Bangladesh on a turnkey basis, with JSC Atomstroyexport, part of Rosatom’s engineering division, as the general construction contractor. Spassky said: “Today was a landmark event for both of our countries and the industry as a whole. We are confident that this is the first step toward the formation of a new, forward-looking cooperation agenda in the region. “Rosatom is a global company and a world leader in the peaceful uses of nuclear energy. We are open to cooperation in the framework of our projects. The signing of the memorandum is another illustration of our approach.”

The main phase of construction of the nuclear power plant, first of its kind in Bangladesh, began late last year. The state-run nuclear energy research and regulatory body Bangladesh Atomic Energy Commission is in charge of the project with financial and technical support from Russia. Bangladesh and Russia signed the contract of the project in December, 2015. The plant will have two units of 1,200MW each and the construction is expected to be completed by 2024. The nuclear power plant is being built at Rooppur on the bank of the Padma River in Ishwardi upazila, Pabna. It is being implemented under a contract signed by Russia and Bangladesh in December 2015. The total project cost is estimated at $12.65 billion, broken down into $10.1 billion as a base price, $1 billion for soil stabilization and further costs, and $1.65 billion to allow for price escalation.
