Bakhrabad, Jalalabad too propose over 200% gas price hike for power, fertilizer plants

The two gas distribution companies also proposed an 80% raise in gas tariff for household use

Bakhrabad Gas Distribution Company Ltd and Jalalabad Gas Transmission and Distribution System Ltd have both proposed raising the gas tariff for different manufacturing plants by more than 200%. 

They tabled separate proposals – with identical recommendations – on Wednesday, the third day of a public hearing on gas price increase in different sectors.

In their proposals, both the companies asked to increase the price of gas supplied to the power plants to Tk9.74 per cubic metre from the existing Tk3.16 – a 208% raise – and to Tk8.44 per cubic metre from Tk2.71 – a 211% hike – for fertilizer plants. 

For industries, they recommended increasing the gas tariff to Tk24.05 per cubic metre from the existing Tk7.76 – a 210% hike. 

For household gas supply, the companies proposed raising the gas tariff by 80%; according to their proposals, consumers with a single burner stove will have to pay Tk1,350 per month instead of the existing Tk750, and Tk1,440 per month instead of Tk800 for the double-burner stove. Metred household consumers have to pay Tk16.41 per cubic metre instead of the existing Tk9.10 per cubic metre for gas consumption – an 80.32% hike.

They also proposed increase gas tariff by 96% for captive power plants – to Tk18.88 per cubic metre from Tk9.62.

They also proposed to raise tariff by 50% for CNG – to Tk48 per cubic metre from Tk32 – and by 41% for commercial use of gas – to Tk24.05 per cubic metre from Tk17.04. 

Bakhrabad Gas Distribution Company Ltd operates in Comilla, Noakhali, Feni, Lakshmipur, Chandpur and Brahmanbaria districts, while Jalalabad Gas Transmission and Distribution System Ltd operates in Sunamganj, Habiganj, Sylhet and Moulvibazar districts. 

In 2017-18 fiscal year, Jalalabad distributed 65.51% of their gas reserve to power plants, 9.69% to fertilizer plants, 7.60% to industries, 6.87% to household consumers, 5.14% to captive power plants, 3.81% to CNG stations, 0.61% to commercial users and 0.77% to tea gardens.

Bakhrabad has 19 connections to power plants, one to a fertilizer plant, 168 connections to industries, 91 to CNG stations, 78 to captive power plants, 2,139 to commercial users, and 238,589 to household consumers. 

On Tuesday, Titas Gas Transmission and Distribution Company Ltd and Sundarban Gas Company Ltd tabled their separate proposals at the hearing, with the same set of recommendations. 

Bangladesh Energy Regulatory Commission (BERC) is holding the public hearing on gas price hike in different sectors on account of the import of liquefied natural gas (LNG) to meet the growing demand.

The four-day hearing, taking place at the TCB auditorium in Dhaka, will end on Thursday. 

On completion of the hearing, the BERC will make the final decision on the proposals within 90 days.
